<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Administrative and Financial Management, National Agricultural Library located in Beltsville, MD<br /><br />The incumbent provides leadership, guidance, policy development, troubleshooting, and technical expertise for the support of these systems.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Analyzes and refines systems requirements; Translates systems requirements into applications prototypes; plans and designs software application systems architecture.</li> <li>Determines and designs applications architecture using Java frameworks/LAMP stack; designs and implements user interfaces; works with customers to test applications.</li> <li>Tracks project performance, specifically to analyze the successful completion of short and long-term goals.</li> <li>Evaluates and provides recommendations on new software development technologies, architectures and frameworks, automation tools, and configuration management, data management services.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You will be expected to travel for training and conferences.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 13 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a US Citizen or US National</li> <li>Males born after 12/31/1959 must be Selective Service registered or exempt</li> <li>Subject to satisfactory adjudication of background investigation and/or fingerprint check</li> <li>Successful completion of one-year probationary period, unless previously served.</li> <li>Subject to one-year supervisory/managerial probationary period unless prior service is creditable. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:<br /><br /><strong>At the GS-13</strong> <br /> Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience with developing and designing computer applications on a Linux platform in virtual and cloud based environments; coding in several programming languages and scripting languages (e.g. Java, Ruby, PHP, Perl, Unix Shell); developing applications using database and search technologies (e.g. relational databases, NoSQL databases, Lucene based technologies); and developing applications using web frameworks (e.g. Django, Blacklight, Grails, Rails, Drupal).<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
