<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the User Experience Design (UXD) Section, Design Division, IT Design and Development Directorate, Office of the Chief Information Officer.<br /><br />The position description number for this position is 203005.<br /><br />The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.<br /><br />This is a non-supervisory, bargaining unit position.<br /><br />Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a recognized expert in the field of Internet technology, oversees the implementation, maintenance, enhancement, and coordination of online systems and Web site(s) on the Internet. Oversees the information architecture and usability of Internet and Intranet-based Web site(s) and applications. Designs wireframes, templates, and other web interface components. Monitors emerging user experience trends and directions and makes recommendations accordingly. Oversees user experience strategies, projects and/or programs related to the web. Provides expertise in analyzing, diagnosing, and resolving problems in support of web sites and applications. Develops conceptual models to explain difficult concepts to executives and stakeholders. Collaborates with visual designers and technologists, ensuring usability and accessibility of web sites and applications.<br /><br />Assists in the development of policies and guidelines, best practices, and work flow procedures for LOC web properties. Documents business and interface rules in the enterprise wide style guide.<br /><br />Plans and develops long-range objectives and milestones for IT projects involving substantive, mission-oriented programs. Assists with planning and managing complex information architecture projects involving technology and interrelated disciplines. Manages information architecture projects for Web Services and aligns activities and deliverables with LOC business requirements. Identifies customer business requirements, and helps project managers develop project estimates and schedules.<br /><br />Provides expert analysis and advice and develops solutions to solve issues and problems on programs with complex information architecture (IA) challenges or where new techniques should be employed. Identifies IA issues relevant to LOC Web services based on loc.gov operations and changing program requirements. Collects relevant information from many varied sources for analysis and makes authoritative recommendations related to improving the information architecture and user experience of LOC web properties.<br /><br />Evaluates and tests programs/projects affecting broad mission areas of Library of Congress (LOC) websites. Develops strategies on how usability testing can be conducted across the institution's web properties. Applies usability standards lo new web applications and systems.
