<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, Force Readiness Command, Training Division, Ed & Training Quota Management Center (ETQC) in Chesapeake, VA.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />This position will serve as a Training Program Specialist; responsible for implementing the Coast Guard's training quota management and voluntary education programs to produce a workforce prepared to execute all missions and functions.<br /><br />Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:<br /><ul><li>Analyzing training resource availability and identify resource disparities. Provide "C" School data weekly/monthly/annually and as requested by the ETQC Commanding Officer or program representatives, including status of "C" School completion and issues regarding management of "C" School quotas.</li><li>Consolidating multiple portfolio reports into more comprehensive and strategic views of quota management, identifying trends and required course corrections not otherwise apparent.</li><li>Scheduling and issue C-School training orders for Coast Guard Active Duty, Reserve, Civilian, and Auxiliary members to attend Coast Guard hosted, commercial, or other agency training.</li><li>Monitoring Coast Guard messaging systems, emails and correspondence to manage course, quota, and order cancellations, substitutions and waiver requests.</li><li>Updating projections for Coast Guard usage of "C" school training quotas based on changes and gained efficiencies. <br /> </li></ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – The position may require occasional travel.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 09 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. Citizenship is required.</li> </ul> <br /> All qualification requirements must be met by the closing date of the announcement. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. <br /><br /><b>Qualifications</b><br /><br /><strong>AT THE GS 09 GRADE LEVEL</strong>: Applicant must have at least one year of specialized experience equivalent to at least the GS-07 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Executing agency's training policies and requirements; Analyzing training data used and other various entities to make performance improvement and programmatic decisions; Oversight of school training programs managed, as well as compilation and analysis of data of all schools managed; Ensuring valid, economical and effective use of training resources, assignment of quotas to personnel, and issuance of training orders. <br /><br />-<strong>OR-</strong><br /><br />Master's or equivalent graduate degree <br /><br /><strong>-OR-</strong><br /><br />2 full years of progressively higher level graduate education leading to such a degree<br /><br /><strong>-OR- </strong><br /><br />LL.B. or J.D., if related<br /><br />-<strong>OR-</strong><br /><br />Combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.<br /><br />National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
