<b>Duties</b><br /><br /><b>Summary</b><br /><br />As a Building Management Specialist, you'll be responsible for serving as Assistant Building Manager, provides occupants of both Federal Government buildings and privately leased space with safe, secure, clean, and sustainable facilities in which to conduct agency business, and may specialize in one or more program areas.<br /><br />Location of position: Public Buildings Service, Office of Facilities Management, Facilities Management Services & Program Support Division; Washington, DC<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Building Management Specialist, you will perform the following duties:<br /> <ul> <li>Incumbent serves as a customer agency advocate and first GSA point of contact with client agency personnel in designated GSA owned. Incumbent interacts extensively with buildings tenant and client representatives on a recurring basis to assess their facility and their related needs and to assure that the procedures used to obtain services are responsive to customers. </li> <li>Assists the Building Manager in managing the building operations and maintenance personnel whether contractors or Federal employees to 1) monitor and evaluate performance of major building systems including HVAC, electrical, water distribution and fire life safety; 2) adjust performance of systems as necessary to improve building energy and water efficiency and maintain proper indoor air quality; 3) conduct trouble-shooting at the equipment, system and building levels in compliance with laws and regulations; and, 4) manage building automation systems (BAS) and computerized maintenance management systems (CMMS) to enable proactive or predictive maintenance, establish control strategies, and align operations and financial management. </li> <li>Conducts meetings with tenant agency representatives to determine if existing space allocations and level of building services provided are adequate and consistent with individual agency's current and projected operational needs and program requirements.</li> <li>Continuously analyzes tenant agency space and service requirements in relation to overall facility operating plans, and applicable agreements established with client agencies and other service providers.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – Occasional travel for training <br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>US Citizenship or National (Residents of American Samoa and Swains Island)</li> <li>Meet all eligibility criteria within 30 days of the closing date</li> <li>Meet time-in-grade within 30 days of the closing date, if applicable</li> <li>Register with the Selective Service if you are a male born after 12/31/1959</li> </ul> <br /><br />If selected, you must meet the following conditions:<br /> <ul> <li>Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch<strong>.</strong></li> <li>Serve a one year probationary period, if required.</li> <li>Undergo and pass a background investigation (Tier 2 investigation level).</li> <li>Have your identity and work status eligibility verified if you are not a GSA employee. Specialized experience is experience managing large office buildings including buildings and space delegated to other entities. Such experience must reflect responsibility for coordinating tasks and assignments; improving customer and client satisfaction; preparing service contracts, and/or the development of maintenance programs for buildings; evaluating and monitoring building management operations including custodial, recycling, energy and environmental management, and mechanical maintenance programs; utilizing quantitative and qualitative techniques to gather, analyze and report data to measure programs relating to facility operations.<br /><br /><b>Education</b><br /><br /><b>Additional information</b><br /><br />Bargaining Unit status: NFFE<br /><br />Relocation-related expenses are not approved and will be your responsibility.<br /><br />Travel expenses associated with interviews will be your responsibility. <br /><br />We are also accepting applications from all U.S. Citizens and Nationals under Vacancy Announcement #1911236MBDE. Your responses to these questions must be supported by your resume or your score may be lowered.<br /> <ul> <li>Knowledge of a wide range of building management principles, concepts and practices as well as a thorough understanding of building tenants and client agencies needs, requirements and customer satisfaction drivers to operate, maintain and manage real property assets in a manner that provides quality building services at a reasonable cost and satisfies building tenants and customer agencies.</li> <li>Knowledge of building operations and maintenance, including Federal and industry operations and maintenance best practices; major systems and equipment such as HVAC, controls, mechanical, electrical, plumbing, roofing, structural, elevators, and renewable energy systems and how they contribute to whole building energy and water use; programs such as commissioning, building returning and continuous commissioning, energy and water efficiency, sustainability, zero environmental footprint and related energy goals, custodial, waste management and recycling; art and historic preservation; space alterations; safety, emergency management, environmental management and concessions.</li> <li>Skills in interpersonal relations and in written and oral communications required to explain, evaluate and negotiate client and technical operating requirements; coordinate work efforts and negotiate resolutions to problems; present information and conduct town hall meetings, tenant interviews and discussions in a concise and professional manner.</li> <li>Knowledge of qualitative and quantitative techniques and statistical interpretation required to perform extensive coordination and fact-finding in order to identify client agency and building tenants' facility needs in relation to customer satisfaction; evaluate and interpret required customer survey responses and other similar data; analyze the effectiveness and efficiency of property management programs and building profitability initiatives; evaluate technical and program data, and to make decisions or recommendations for action based on consideration of all aspects of a problem. </li> </ul> <br />Additional assessments may be used, and, if so, you will be provided with further instructions.<br /><br />If you are eligible under Interagency Career Transition Assistance Plan or GSA's Career Transition Assistance Plan (ICTAP/CTAP) , you must receive a score of 85 or higher to receive priority.<br /><br /><b>To preview questions please click here .</b> <br /><br /><b>Background checks and security clearance</b><br /><br />Security clearance <br /> Other <br /><br />Drug test required <br /> No <br /><br /></li> <b>Required Documents</b><br /><br />ALL required documents must be submitted before the closing date.
