<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is part of the Warfare Centers Personnel Demonstration Project. The ND-3 pay band encompasses positions equivalent to GS-9 through GS-11; the ND-4 pay band encompasses positions equivalent to GS-12 and GS-13.<br /><br />You will serve as an Engineer or Computer Scientist in the Range Systems Engineering Department of the Naval Surface Warfare Center Corona Division.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>You will serve as the Lead Systems Engineer and Subject Matter Expert (SME) for Network Engineering support to the Combined Tactical Training Ranges (CTTR) and Navy Continuous Training Environment (NCTE).</li> <li>You will lead the project execution, engineering, analysis and technical writing in support of Tactical Training Range Network (TTRN) and NCTE capabilities and systems to meet warfighter and Department of Defense/Department of the Navy requirements.</li> <li>You will oversee engineering projects for the CTTR and NCTE that support network systems.</li> <li>You will produce network system solutions to meet user training requirements based on engineering, fiscal, operational, and information assurance guidelines, and resource availability.</li> <li>You will provide guidance and leadership to assist the Operation and Maintenance contractor fulfill network support requirements of the TTRN and NCTE.</li> <li>You will plan for, develop, and execute acceptance testing on internal and external projects to ensure the end product meets the Fleet user training requirements.</li> <li>You will work within a teaming environment in the Range Systems Engineering Department engineering community and interface with sponsors, civilians, contractors, other warfare centers, and customers.</li> <li>You will serve as Primary Project Manager for field engineering network projects that impact multiple ranges, complexes, and operation areas.</li> <li>You will interface frequently with on-site Range Systems Managers to address impact to local range operations and determine mitigation alternatives.</li> <li>You will work with ranges, sponsors, and the program office to help procure, accept, and integrate new network systems on the CTTR and NCTE.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 4 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Must be a US Citizen.</li> <li>Must be determined suitable for federal employment.</li> <li>Must participate in the direct deposit pay program.</li> <li>New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Specialized experience must demonstrate the following: As a professional engineer or scientist applying engineering or computer science principles to produce network system solutions to meet user training requirements. <br /><br /><strong>TO QUALIFY FOR ND-3:</strong> In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. <br /><br /><b>Education</b><br /><br /><b>Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:</b> <ul> <b> Professional Engineering Series (08XX) – Degree: </b> A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; <b>OR</b></li> <b> Professional Engineering Series (08XX) – Substitution of Education/Experience: </b> A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
