<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Reports Analysis Division (RAD) of the Office of Compliance (OC) at the Federal Election Commission (FEC). <br /><br />This position has promotion potential to the GS-0301-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties.<br /><br />This is a Bargaining Unit position.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As Campaign Finance Analyst in this position, you will conduct campaign finance analysis work Specifically, you will: <ul> <li>Function as Campaign Finance Analyst and oversee the campaign finance disclosure requirements and the policies and procedures for reports analysis in order to conduct the review of filers' reports.</li> <li>Prepare letters to outline corrective actions for committees, and other reporting entities,and identify matters requiring referral to other FEC offices.</li> <li>Identify committees and other reporting entities that are considered late- and non-filers and subject to the Administrative Fines Program.</li> <li>Provide quality customer service to internal and external customers by phone, electronic correspondence, and in person.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 11 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a U.S. citizen or national.</li> <li>You must be able to pass a background investigation.</li> <li>Males born after 12/31/1959 must be registered or exempt from Selective Service (see Legal and regulatory guidance below).</li> <li>You may be required to serve a 2 year probationary period.</li> <li>Direct Deposit of Pay is required.</li> <li>You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement.</li> <li>Status candidates must meet time-in-grade/band requirements (52 weeks at the next lower grade).</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><strong>In order to qualify, you must meet the education and/or experience and selective placement factor requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, you must still demonstrate in your resume you meet the selective placement factor, a copy of your unofficial transcripts must be provided with your application.</strong><br /><br /><strong>Qualifications for the GS-0301-07: </strong><br /><br />A. Have at least one full year of specialized experience applying basic analysis work and providing customer service in support of an organization. This must include activities such as: (1) applying analysis research and evaluation techniques; (2) using databases and spreadsheets (e.g., Access, Excel, etc.) to enter and maintain records; (3) preparing detailed written documents using word processing software (e.g., Microsoft Word) in accordance with prescribed guidelines; (4) planning and executing work to meet deadlines; and (5) providing customer service to internal and external customers. This experience must be comparable in scope and responsibility to the GS-05 level in the Federal service (obtained either in private or public sectors).<br /><br /><strong>OR</strong><br /><br />B. Have completed all the requirements for a bachelor's degree from an accredited college or university and meet one of the requirements for Superior Academic Achievement based on the following:<br /> (1) class standing (upper third standing in graduating class based on completed courses); <strong>or </strong>(2) grade-point average (2.95 overall or over the last two years of bachelor's degree <strong>-or-</strong> 3.45 in my major field or over the last two years in my major); <strong>or </strong>(3) election to membership in a national scholastic honor society. Honor societies are listed by the Association of College Honor Societies. <br /><br /><strong>OR</strong><br /><br />C. Have successfully completed at least one full year (18 semester hours or equivalent) of graduate level education. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.<br /><br /><strong>OR</strong><br /><br />D. Have a combination of specialized experience and graduate education described above. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To compute, first determine your total qualifying experience as a percentage of the experience required; then, determine your education as a percentage of the education required. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.<br /><br /><strong>Qualifications for the GS-0301-09:</strong><br /><br />A. Have at least one full year of specialized experience applying basic analysis work and providing customer service in support of an organization. This must include activities such as: (1) applying analysis research and evaluation techniques; (2) using databases and spreadsheets (e.g., Access, Excel, etc.) to enter and maintain records; (3) analyzing complicated information on financial disclosure documents; (4) planning and executing work to meet deadlines; and (5) providing customer service to internal and external customers. This experience must be comparable in scope and responsibility to the GS-07 level in the Federal service (obtained either in private or public sectors).<br /> OR<br /> B. Have a master's degree, an equivalent graduate degree, or have successfully completed 2 full years (36 semester hours) of progressively higher level graduate education leading to a master's degree that provided the knowledge, skills and abilities to perform the duties of this position.<br /><br />OR<br /> C. Have an equivalent combination of specialized experience and graduate education. Note: To compute this, first determine your total qualifying experience as a percentage of the experience required above; then determine your total qualifying graduate education as a percentage of the education required above; add the two percentages. The total percentage must equal to 100 percent to qualify.<br /><br /><strong>In addition to meeting the Qualifications, you must meet the Selective Placement Factor:</strong> Have experience in working with campaign finance/campaign funds and/or analytical research or evaluation techniques.<br /><br />In addition, you must provide a <strong>cover letter</strong> describing your experience with the competencies identified below:<br /><br /><strong>Writing: </strong>Writes in a clear, concise, organized, and convincing manner for the intended audience.<br /><br /><strong>Oral Communication: </strong>Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.<br /><br /><strong>Analysis: </strong>Knowledge of the principles and methods to identify, analyze, evaluate and specify the requirements; to include conducting qualitative and quantitative analysis.<br /><br /><strong>Customer Service: </strong>Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations.
