<b>Duties</b><br /><br /><b>Summary</b><br /><br />As Associate Director/Program Manager, Uniform Program Management Office at the Navy Exchange Service Command. Responsible for the direction and policy development for all Navy Exchange Uniform Operations ensuring long-term continuity.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />Provides technical direction and guidance to Uniform Support Center and Navy Exchanges in managing Naval uniforms policies and procedures. Provides written policy direction for approximately 105 Navy Uniform centers integrated into the Navy Exchange Service worldwide. Maintains liaison with senior officials at Bureau of Naval Personnel (BUPERS), Naval Supply Systems Command (NAVSUP), Naval Station Training Command (NSTC), and Defense Supply Center Phila. (DSCP) relative to establishing and implementing policies and procedures for achieving total uniform availability to authorized Navy personnel. This includes the provision of input relative to implementation of Uniform Board decisions.<br /><br /><strong>Key Requirements</strong> <li>Candidate must meet all qualification requirements by the closing date of this announcement. </li> <li>A one-year probationary period will be required upon selection. </li> <li>Social Security Card must be presented at time of appointment. </li> <li>If you are selected for this position, the documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS E-verify system. The Navy Exchange Service Command is an E-Verify Participant.</li> <li>Incumbents of this position must be U.S. Citizens.</li> <li>Candidates/Incumbent must be eligible for and obtain a Secret Clearance.</li> <strong>Major Duties</strong> <br /><br />Coordinates and monitors the planning and implementation the provision of all proper uniform to authorized Navy personnel worldwide. Establishes policy, operational guidelines, and administrative procedures to guide the correct merchandising, facilities planning, financial management, procurement and logistics control for Navy uniforms, PT Uniform, Organizational Clothing, and accessories, both commercial (E1) and government issue (L1), in association with all NEXCOM uniform partners. <ul> <li>Using the matrix support provided to the Uniform Program, manage and monitor the formulation and execution of uniform related retail management policies and procedures. This includes the development of policies and procedures for the selection and procurement of stock assortments, the planning and control of budgets, input into inventory management, the establishment, review and revision of stock sales ratios and other methods for controlling inventories at Distribution Centers and Uniform Centers.</li> <li>Assist the Director in the establishment of merchandise goals and objectives. Develops and implements programs of operating Appropriated Fund supported government issue uniforms department (L-1) on break-even basis giving consideration to cost of handling L-1 items. Operates non-appropriated fund supported commercial uniforms department (E-1). Gives direction for cost reduction and operational improvement.</li> <li>Reviews appropriate sources of supply for department E-1 uniform items. Has oversight of negotiated agreements for purchasing such items at the lowest prices, best quality, terms and conditions. Guide Merchandising and Marketing division in maintaining a program for the introduction of new products and vendors.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />25% or less – You may be expected to travel for this position.<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 5 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> </ul> <br /> The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. <br /><br /><b>Qualifications</b><br /><br />Requires a total of 9 years of combined experience as indicated below.<br /><br />GENERAL EXPERIENCE: Three years of experience which was gained in administrative, merchandising, program management, retail operations or other responsible work which enabled the applicant to gain a knowledge of merchandising, sales or inventory practices and procedures; leadership skill in dealing with others in person-to-person work relationships and the ability to exercise mature judgment. <br /><br />OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a four year bachelor's degree for three years of general.<br /><br />AND SPECIALIZED EXPERIENCE: Six years of progressive responsible experience which provided a background in program management, merchandising or operations management; establishing and implementing policies and procedures; maintenance of sales promotions, merchandise display and layout; buying and inventory management; financial analysis and reporting; accountability, security and safety regulations and procedures; and supervisory experience of human resources; or similar work which demonstrated the knowledge and abilities to perform the type of work required by the position. <br /><br /><b>Education</b><br /><br />4 year bachelor's degree in related field preferred.
