Responsibilities

The mission of The Office of Associate Chief Counsel (International) is to provide effective legal counsel that advances the uniform interpretation, administration, enforcement, and litigation of the international provisions of the Internal Revenue Code and tax treaties and agreements to which the United States is a party. ACC (I) provides legal advice to the public, the IRS , other business units in the Office of Chief Counsel, Department of the Treasury, Department of Justice, Congress, other federal agencies, international organizations, and foreign governments. Attorneys in ACC (I) provide legal advice in various forms such as published guidance; technical litigation and examination support; reviewing and assisting the development of training materials; competent authority assistance; coordinating and negotiating with other countries to develop consistent tax rules; assisting the Treasury Department with treaty negotiations; and assisting Congress and Treasury Department in developing and drafting legislative proposals.

The following are the duties of this position at theGS-14 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. You will handle all aspects related to professional legal work involving the following duties:

  • Serve as independent counsel to the IRS Commissioner and furnish legal advice and representation, nationwide, on matters related to the administration and enforcement of Internal Revenue laws.
  • Serve as an expert in one or more specific areas of the U.S. taxation of international transactions and income, handling problems in a highly professional and competent manner.
  • Perform the most complex, multi-issue work of the organization with minimum supervision, including work on income tax regulations, private ruling requests and assistance to the field in audit and litigation matters.
