<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in Office of the Chief Information Officer, Services Development and Operations Division, Security Operations Branch.<br /><br />The supervisor is Mike Williams.<br /><br />This position is in the Bargaining Unit.<br /><br />This position requires minimal travel.<br /><br />This position is subject to Confidential Financial Disclosure reporting requirements.<br /><br />This position is not subject to security ownership restriction reporting requirements.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />Serves as an NRC senior-level, technical authority responsible for the most complex work involving leading, planning, directing, managing, coordinating, reviewing, and monitoring a large scale Information Systems Security (IT) program for Identity, Credential, and Access Management (ICAM) services. Recommends or determines scope and extent of the NRC's ICAM program to be undertaken, organizational arrangements, and resource allocation etc., considering Commission policy, priorities, workload and urgent program requirements. Incumbent serves as an expert and consultant for assessing ICAM technologies and for developing policies, standards, and guidelines related to agency programs.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 15 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> </ul> <br /><br />You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.<br /><br /><b>Qualifications</b><br /><br />In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. <br /><br />The ideal candidate will be able to demonstrate the following:<br /><br />1. Extensive recent knowledge and experience (theory and hands-on) related to the successful architecture, implementation, management and operation of an enterprise-wide ICAM program, minimally including ICAM applications, solutions, resources and tools, such as third party Fulfillment and Identity Proofing services, Cloud-based strong Authentication services (such as One-Time Passwords), Credential Management solutions, Enterprise Directory services, Enterprise Identity Platform and Governance solutions, high-assurance Digital SSL certificates and Identity Federation services. (Indicate the specific number of years experience managing and leading enterprise-wide IT infrastructure ICAM solutions and services.)<br /><br />2. Broad knowledge and recent experience applying Federal Information Technology (IT) laws, regulations, policies, directives, standards, security requirements, guidelines, and cyber-security methods for an enterprise-wide infrastructure system supporting a variety of IT programs and systems with an emphasis on ICAM-related solutions and solutions. (Specifically describe involvement/role in the design, deployment and/or support of the HSPD-12 and CDM Phase 2 programs. Indicate the maximum number of total endpoints and network accounts supported.)<br /><br />3. Extensive knowledge and experience dealing effectively with system users for the purpose of understanding their requirements, negotiating conflicting views, assessing tradeoffs in user needs, performance and cost considerations, and providing guidance to contractors in development and review of specifications and system functionality for enterprise-wide ICAM IT solutions and services. (Indicate the specific number of years experience dealing with system users for enterprise-wide IT infrastructure ICAM solutions and services.)<br /><br />4. Contracting Officer's Representative (COR) knowledge and practical experience in the development, integration and operation of enterprise-wide IT systems using Federal IT security requirements, guidelines, standards and cyber-security methods. Demonstrated experience with providing support and oversight for the development and maintenance of documentation necessary to certify systems for security accreditation. Experience includes ensuring that cyber-security services are delivered consistently, incorporate best practices and result in a predictable level of service for users. (Indicate if you have Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level I, II or III certification.)<br /><br />5.
