Responsibilities

As an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Pacific Northwest, Portland Regional Office, located in Portland, OR your specific duties will include:

Serving as a trial attorney and legal advisor handling litigation and providing legal counseling for agencies within the U.S. Department of the Interior, including but not necessarily limited to the Bureau of Indian Affairs, the Bureau of Land Management (BLM), the National Park Service (NPS) and the Fish and Wildlife Service (FWS) in the areas of Indian law, natural resources law, and realty law.

Representing the agency in litigation before the Interior Board of Indian Appeals, the Office of Hearings and Appeals and the Interior Board of Land Appeals. Working closely with and assisting Justice Department attorneys in federal civil litigation involving agencies of the Department of the Interior.

Writing briefs, drafting motions and discovery requests. Identifying and preparing witnesses, taking and defending depositions and conducting direct and cross examination of witnesses at hearing. Providing superior oral advocacy at hearings and also providing well-organized, well researched, and clear written products under tight deadlines.

Advising agencies on laws and regulations relevant to the programs of BIA, BLM, NPS, and FWS, including but not limited to the National Environmental Policy Act and laws/regulations as applicable to a wide range of realty issues on Indian lands, national parks, national wildlife refuges and public lands, including legal advice on easements, rights of way, leases, special use permits, acquisitions, and withdrawals.

Comprehensively researching and analyzing novel areas of law and providing well-drafted legal memoranda evaluating legal options and answering legal questions as requested by the client agency.

As legal needs change within the Pacific Northwest Region, attorney will be expected to provide advice, general legal services, and litigation representation/support on behalf of the Secretary of the Interior and any Interior agencies served by the Regional Office under any area of law.
