<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is being filled under an Expedited Hiring Authority (EHA).<br /><br />This position is part of the Department of Defense, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile defense System (BMDS).<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Program Analyst at the NH-0343-3 some of your typical work assignments may include: <ul> <li>Advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile defense System (BMDS).</li> <li>Ensuring that BMDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies.</li> <li>Assessing, managing, and eliminating risk related to program cost, schedule and performance.</li> <li>Working with leadership to identify and conduct special studies and analyses to determine the future course of the MDA programs to improve efficiency by identifying and proposing new organizational structures, realignment of functions and staffing levels.</li> <li>Improving operating concepts and criteria and stimulate the development of improved policies, methodologies, and techniques across the BMDS.</li> <li>Researching, coordinating, planning and briefing actions in support of the MDA 's objectives, goals and vision. </li> <li>Assisting with research.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – Occasional travel may be required for this position<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 3 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Must be a U.S. Citizen</li> <li>Occasional Travel</li> <li>Work Schedule: Full-time</li> <li>Males born after 12-31-59 must be registered for Selective Service</li> <li>Suitable for Federal employment, determined by a background investigation</li> <li>May be required to successfully complete a probationary period</li> <li>Overtime: Occasionally</li> <li>Tour of Duty: Flexible</li> <li>Recruitment Incentives: Not Authorized</li> <li>Fair Labor Standards Act (FLSA): Exempt</li> <li>Financial Disclosure: Required</li> <li>Telework Eligibility: This position is telework eligible</li> <li>This is a Drug Testing designated position</li> <li>Must be able to obtain/maintain a Secret security clearance</li> <li>This is an acquisition position coded Level II in Program Management</li> <li>Selectee must obtain mandatory DAWIA certification within 24 months of entrance on duty</li> <li>Selectee must acquire 80 continuous learning points every two years</li> <li>Incumbent may be subject to rotation for career-broadening opportunities.</li> </ul> <br /><br /><b>Qualifications</b><br /><br />You may qualify at the NH-03 level , if you fulfill the following qualifications:<br /><br />One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: <ul> <li>Experience applying systems acquisition processes, policies, procedures and practices necessary to develop and assess technical and economic feasibility including cost, schedule and performance.</li> </ul> Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
