<b>Duties</b><br /><br /><b>Summary</b><br /><br /><strong>PLEASE NOTE: Based on the current hiring restrictions, selectee may be subject to additional approval prior to offer being extended.</strong><br /><br />This position is located in the Bureau of the Fiscal Service, Revenue Collection Management, Tax Collection Division. The Division manages the systems and services used by the Internal Revenue Service (IRS) for collections under the Internal Revenue Code which includes the Electronic Federal Tax Payment System (EFTPS), IRS Lockboxes, and IRS General Accounts.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As an IT Specialist, you will:<br /><br />- Regularly lead and coordinate EFTPS IT related matters, including but not limited to, requirements definition, system development, system support, infrastructure, security, and communications with contractors, customers, peers and supervisors. Provide technical guidance for designing and developing EFTPS systems.<br /><br />- Routinely lead and coordinate geographically dispersed resources in the development, maintenance, and operations of the EFTPS system including incident management and technical support. <br /><br />- Oversee a national EFTPS customer service operation including staffing, call forecasting, performance metrics, and related telephony including an Interactive Voice Response System that handles approximately 20 million taxpayer calls per year. <br /><br />- Foster strategic partnerships with the Internal Revenue Service, Federal Reserve Bank, commercial banks, tax professionals, and the business community. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.<br /><br /><b>Qualifications</b><br /><br />You must meet the following requirements within 30 days after the closing date of this announcement.<br /><br /><strong>For the GS-14</strong>, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience applying professional Information Technology (IT) principles, techniques, hardware and software in order to provide advisory, planning, customer service assistance, and operational support of IT programs. Examples of such experience could include:<br /><br />-Leading a team to complete IT projects; AND<br />-Participating in IT security assessments; AND<br />-Conducting formal and informal meetings involving presentations to customers, executive management, and partners; AND<br />-Planning, designing, and maintaining financial systems to meet operational needs; AND<br />-Analyzing laws, regulations, and policies affecting management of IT systems.<br /><br />AND<br />In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below:<br />- Attention to Detail, such as analyzing technical documents and data, draw conclusions, and formulate solutions to problems.<br />- Customer Service, such as establishing effective working relationships that increase information flow and productivity.<br />- Oral Communication, such as presenting results of analyses, including highly technical information to a variety of audiences.<br />- Problem Solving, such as providing technical advice, guidance, and recommendations on critical IT issues and apply new solutions to problems.<br /><br />In addition to the above requirements, you must meet the following <strong>time-in-grade requirement</strong>, if applicable:<br />For the GS-14, you must have been at the GS-13level for 52 weeks.<br /><br /><b>Education</b><br /><br />-<br /><br /><b>Additional information</b><br /><br />- Factors such as cost effectiveness, labor market conditions and difficulties in filling the position will be reviewed in determining if payment of relocation expenses is in the best interest of the Government. <strong><br /></strong>- We may select from this announcement or any other source to fill one or more vacancies. <br />- This is a bargaining unit position.<br />- This position is a moderate risk position.<br />- We offer opportunities for telework.<br />- We offer opportunities for flexible work schedules.<br /><br /><strong>CONDITIONS OF EMPLOYMENT</strong>:<br />- A one year probationary period may be required.<br />- Public Trust – Background Investigation will be required.<br />- Must successfully complete a background investigation.
