Westat's research, technical, and administrative staff of more than 2,000 is located at our headquarters in Rockville, Maryland, near Washington, DC. <br /><br /><strong> <br />Job Summary: </strong><br /><br />Westat is seeking a Program Finance Analyst to join a newly-created functional team which supports the company's Practice Areas. <br /><br /><strong> <br /> </strong><strong> Job Responsibilities </strong> : <br /><br />· Work alongside Program Leaders in support of managing the financial and contractual elements of their project(s). <br /><br />· Collaborate with other department/functional support areas including contracts and pricing. <br /><br />· Collaborate with Program Leaders to build appropriate work breakdown structure to comply with client requirements and allow for accurate time charging and financial projections. <br /><br />· Develop budgets for project teams that align to contractual requirements, proposal and program WBS; Work with Program Leaders to adjust as appropriate. <br /><br />· Reviewing, validating and reporting program actual costs incurred for labor, expense and travel. <br /><br />· Work with Program Leaders to collect bottom up financial forecasts/Estimate to complete and enter into Program Financial Management Tool. <br /><br />· Review trends to assess accuracy of the financial forecast and work with Program Leaders to remediate any issues. <br /><br />· Responsible for accuracy in financial reporting for cost internally as well as externally to the client(s) in accordance with contractual obligations. <br /><br />· Comply with company, client, local and other legal requirements and regulations. <br /><br />· Track the progress of any activity with financial implications such as milestones with progress payments. <br /><br />· Prepare and manage program specific deliverables related to financial or contractual requirements (such as invoicing, supporting back-up data, limitation of funds communications, etc.). <br /><br />· Work with contracts team to review supplier, subcontract and consultant agreements to monitor funding and understand the agreement types in relation to the prime contract obligations. <br /><br />· Review subcontractor/supplier/consultant invoices for accuracy, validate subcontractor/supplier/consultant spending is in alignment with expected forecasts, funding, and commitments. <br /><br />· Work with AP to ensure invoices are routed, reviewed and approved in a timely manner. <br /><br /><strong> Basic Qualifications: </strong><strong> </strong> <br /><br />· A Bachelor's degree in finance, accounting or related field with 3 years of experience or the equivalent combination of education and experience. <br /><br /><strong> Preferred Qualifications </strong><strong> </strong> <br /><br />· Experience with Financial planning systems, preferably Oracle TM1. <br /><br />· Skilled with excel for data manipulation and analysis such as pivot tables, lookups, etc. <br /><br />· Experience managing the financials for fixed unit price contracts (such as call center, survey, transaction-based efforts) <br /><br />· Experience with T&M, FFP, Cost Plus contract financial management. <br /><br />· Experience supporting and balancing the needs of multiple contracts. <br /><br />· Financial management experience on government contracts (including non-DoD federal agencies as well as state and/or local governments). <br /><br />Candidates should have excellent verbal communication skills, organizational and interpersonal skills, detail oriented and be able to work in a team environment. <br /><br />Westat offers competitive benefits with ESOP, 401k, Health, Dental, paid vacation, sick and holiday leave, professional development as well as other benefits.<br /><br />Any offer of employment may be contingent upon receipt of acceptable results from a post-offer background screening, if required for the position, based on the specific position which may include, for example, identity verification, employment history, or criminal records history. <br /><br />Westat is an Equal Opportunity Employer and does not discriminate on the basis of race, creed, color, religion, sex, national origin, age, veteran status, disability, marital status, sexual orientation, citizenship status, genetic information, gender identity, or any other protected status under applicable law.
