The interview process may consist of a in-person or phone panel interview.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><strong>To qualify for this position, you must possess the following Basic Requirement: </strong><br /><br />Have a bachelor's or higher degree in Accounting, or a bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (Transcripts must be submitted with your application),<strong> OR</strong><br /> Have a combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; -OR- (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (Transcripts must be submitted with your application).<br /><br /><strong>In addition, to meeting one of the above Basic Requirements, you qualify for this GS-12 level position $83,398 (starting salary) if you possess the following one year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: </strong><br /> 1) Conducting reviews and selective internal examinations financial systems and the procedures used to input data into the systems ensuring they meet regulatory requirements and provide audit trails and internal controls;<br /> 2) Assisting in the design and development of financial system examination thru the analysis of financial system practices and procedures;<br /> 3) Gathering documents system processes and requirements for current and proposed integrated system including but not limited to finance, travel, procurement, asset management and human resource systems;<br /> 4) Developing segments of policies, standard operating procedures and guidelines affecting the organizations financial systems; and<br /> 5) Identifying and recommending solutions to a variety of financial systems information technology problems.<br /><br /><strong>In addition, to meeting one of the above Basic Requirements, you qualify for this GS-13 level position $99,172 (starting salary) if you possess one year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:</strong><br /> 1) Serving as a financial accounting advisor and ensuring the effective application of accounting and related financial management policies, procedures, and systems to which they relate and administer the operation of automated financial systems in support of financial management functions;<br /> 2) Maintaining appropriate system tables, downloading and manipulating large data files, developing scripts and validation procedures for all financial systems;<br /> 3) Analyzing, developing and implementing a wide variety of documents, reports, policies, operations, and procedures in the accounting and finance area;<br /> 4) Implementing improvements to financial systems processes and operations which includes developing and maintaining reference documents and coding tables used for classifying accounting transactions, data on accounting source documents, and<br /> 5) Identifying, documenting and reporting weaknesses and gaps between current and proposed system operations and requirements to propose resolutions<br /><br />National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
