Possess a master's or equivalent graduate degree;<br /><br />-OR-<br /><br />B. Possess one year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to the GS-7 level in the Federal service, or comparable pay band system.
