To be eligible for this position, you must have the specialized experience, education, or a combination as indicated below.<br /><br /><strong>Specialized Experience:</strong> For the <strong>GS-15</strong>, you must have one year of experience at a level of difficulty and responsibility equivalent to the <strong>GS-14</strong> in the Federal service. <strong>Experience for this position includes:</strong> serving as a Contracting Officer Reprehensive for IT projects and working with teams towards the completion of large and complex projects. Experience in the practical application of Project Management principles, methods, and tools in order to achieve a process that utilizes a systems development lifecycle. Experience in determining short-or long-term goals and developing strategies to achieve those goals. Experience in coordinating with other organizations or parts of the organization to accomplish goals, monitor progress, and evaluate outcomes. Experience that demonstrates the utilization of methods and tools used for risk assessment and mitigation of risk. Experience that demonstrates broad working knowledge of contract evaluation techniques and reporting. Experience in applying and managing quality assurance and control processes for large-scale projects. Experience that demonstrates a mastery of contract invoicing, Earned Value Management (EVM), and other techniques to monitor and measure the contract performance objectively and quantitatively. Experience in leading staff to plan, develop, and conduct activities associated with multiple large-scale contracts/projects. Experience in planning, coordinating, and implementing activities associated with a process improvement. Experience in identifying and resolving issues that may arise when implementing multiple large-scale contracts/projects. Experience in organizing work, setting priorities, and determining resource requirements. Experience that demonstrates a working knowledge of program and project summary reporting and dashboards. Experience that demonstrates the ability to communicate effectively with senior leadership, other stakeholders, a project team, and other project participants regarding the objectives, plans, risks, issues, and status of multiple large-scale contracts/projects.
