<b>Duties</b><br /><br /><b>Summary</b><br /><br />This vacancy is for a <strong>Supervisory Program Analyst</strong> position in the <strong>Associate Director for Decennial Census Programs (ADDC)</strong> area, located at the Navy Yard in Washington, DC. <br /><br />This Job Opportunity Announcement may be used to fill other <strong>Supervisory Program Analyst, GG-0343-15, FPL-15</strong> positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.<br /><br />Relocation expenses will <strong>NOT</strong> be paid.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The individual selected for this position will:<br /> <li>Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of contracts within the program and operations in meeting established goals and objectives.</li> <li>Determine the optimal allocation of contract resources (e.g., money, time, people, capacity, etc.) across the program.</li> <li>Evaluate risks, benefits, relationships and/or inter-dependencies with other contracts and projects across the program. </li> <li>Apply Project Management processes, principles, methods and tools of analysis such as Earned Value Management, Risk Management, and Change Management towards overall contract management objectives.</li> <li>Analyze budget variance data and provides independent assessments of program status.</li> <li>Ensure proper invoicing, prompt payment, and meaningful/adequate surveillance of contracts is performed.</li> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – Travel may be required.<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 15 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. citizen.</li> <li>Suitable for Federal employment.</li> <li>Time-in-grade requirements must be met by the announcement closing date.</li> <li>Registered for Selective Service, if applicable. To be eligible for this position, you must have the specialized experience, education, or a combination as indicated below.<br /><br /><strong>Specialized Experience:</strong> For the <strong>GS-15</strong>, you must have one year of experience at a level of difficulty and responsibility equivalent to the <strong>GS-14</strong> in the Federal service. <strong>Experience for this position includes:</strong> serving as a Contracting Officer Reprehensive for IT projects and working with teams towards the completion of large and complex projects. Experience in the practical application of Project Management principles, methods, and tools in order to achieve a process that utilizes a systems development lifecycle. Experience in determining short-or long-term goals and developing strategies to achieve those goals. Experience in coordinating with other organizations or parts of the organization to accomplish goals, monitor progress, and evaluate outcomes. Experience that demonstrates the utilization of methods and tools used for risk assessment and mitigation of risk. Experience that demonstrates broad working knowledge of contract evaluation techniques and reporting. Experience in applying and managing quality assurance and control processes for large-scale projects. Experience that demonstrates a mastery of contract invoicing, Earned Value Management (EVM), and other techniques to monitor and measure the contract performance objectively and quantitatively. Experience in leading staff to plan, develop, and conduct activities associated with multiple large-scale contracts/projects. Experience in planning, coordinating, and implementing activities associated with a process improvement. Experience in identifying and resolving issues that may arise when implementing multiple large-scale contracts/projects. Experience in organizing work, setting priorities, and determining resource requirements. Experience that demonstrates a working knowledge of program and project summary reporting and dashboards. Experience that demonstrates the ability to communicate effectively with senior leadership, other stakeholders, a project team, and other project participants regarding the objectives, plans, risks, issues, and status of multiple large-scale contracts/projects.
