<b>Duties</b><br /><br /><b>Summary</b><br /><br />The Woodrow Wilson International Center for Scholars is the living, national memorial to President Wilson established by an Act of Congress in 1968 & headquartered in Washington, D.C. The Center provides an essential link between the policy & academic communities by creating programs & communication opportunities that examine current & emerging challenges confronting the United States and the world. The Financial Management Office strives to establish and communicate policies and procedures necessary to safeguard and ensure the proper and efficient use of Wilson Center's financial resources; maintain the Center's accounting and financial reporting systems; and ensure compliance with applicable laws and regulations.<br /><br />The incumbent of the position serves as <strong>CONTRACT SPECIALIST</strong> providing wide range of contracting and financial management duties. At the full performance level, the major duties and responsibilities of this position include, but not limited to:<br /> <ul> <li>Provides contracting services to the organization, which include pre-award analysis and post award contract administration.</li> <li>Serves the organization with delegated contracting authority to execute procurement/contract agreements on behalf of the organization using federal and/or trust funds to purchase goods and services to include, but not limited to, furniture, equipment, software, licensing, supplies, services, and publications (including agreements with intellectual property rights terms).</li> <li>Serves as organization's Contract Technical Officer for purchase orders and retains current training certification.</li> <li>Performs a wide range of analytical, technical and administrative duties in the execution of both Trust and Federal financial activities.</li> <li>Ensures obligations and expenditures are made in accordance to the applicable laws and Wilson Center policies.</li> <li>Prepares, compiles, reviews, and reconciles various internal reports produced by the Trust accounting system for Wilson Center activities which includes general ledger revenue and expenses, accounts payable, and procurement.</li> <li>Retrieves financial reports and data from financial systems to analyze information.</li> <li>Administering the organization's automated travel and time/attendance systems.</li> </ul> <br />At the GS-09 level, you will be performing similar work with additional guidance, trainings, and supervision from your supervisor. BASIC REQUIREMENT </strong>:<br /><br />A 4-year course of study leading to a bachelor's degree with a major in any field<br /><br /><strong> OR </strong><br /><br />At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.<br /><br />Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. <br /><br />Note: The Defense Acquisition University (DAU) does not grant academic degrees; therefore, courses completed at DAU are not creditable towards meeting the 24 semester hour requirement in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the US Department of Education, and appears on a college or university transcript. <br /><br /><strong> B. QUALIFICATIONS CRITERIA: </strong><br /><br />Specialized Experience for GS-09: One full year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-07) level:<br /> <ul> <li>Reviewing contracting or procurement actions to ensure accuracy of the contract.</li> <li>Reviewing and/or preparing solicitations or proposals.</li> <li>Assisting in evaluating bids and proposals to obtain reasonable prices for the organization.</li> <li>Performing financial management functions to include gathering financial data, reviewing accounting data for accuracy and preparing a wide variety of accounting and financial documents (i.e., accounts payable, travel, and financial reconciliations).</li> <li>Applying accounting principles, concepts, methods, and techniques to independently perform basic accounting duties, such as reconciliations or close outs for various types of accounts.</li> <li>Administering an organization's automated travel program.</li> <li>Administering an organization's time and attendance system.</li> </ul> <br /> <strong>OR</strong> <br /><br />Education: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.<br /><br /><strong>OR</strong> <br /><br />Combination of Education and Experience: Combination of graduate level education and specialized experience to qualify for this position.
